Project Manager

The UNOPS Ukraine and Eastern Europe MCO operates in Ukraine, Moldova, and Poland, supporting urgent humanitarian needs while building pathways for recovery and development. The organization delivers large-scale infrastructure, energy, housing, education, and mine action projects in partnership with UN agencies, international financial institutions, the European Union, and bilateral donors.

• Lead and manage the implementation and operational delivery of infrastructure projects;
• Develop, complete, and update project implementation plans;
• Embed sustainability, social, gender, and environmental considerations into the project life span;
• Manage the production of outputs and oversee resource utilization;
• Ensure deliverables comply with quality requirements defined in the implementation plan;
• Monitor project progress, control variances, and manage changes;
• Identify and report risks and opportunities to the supervisor;
• Ensure coordination between project managers and the infrastructure team;
• Support project managers in solving critical issues such as unexpected ground conditions, subcontractor failures, and safety incidents;
• Maintain project documentation for accessibility and audit support;
• Coordinate project site visits to monitor progress and contractor performance;
• Organize and structure the project team, define roles, and manage performance;
• Ensure safety and security for all project personnel in compliance with UNDSS standards.

• Bachelor’s degree in civil engineering or related fields with 9 years of relevant experience, or Master’s degree with 7 years of relevant experience;
• Significant field-based project management experience overseeing site activities and resolving technical issues;
• Experience in implementing and managing complex infrastructure projects in post-conflict or emergency environments;
• Experience in defining technical and design requirements;
• Experience with infrastructure quality assurance methodologies and tools;
• Experience in managing infrastructure projects and coordinating teams;
• Nice to have: Project management certification (e.g., PRINCE2, PMI, PEng, CEng), experience working in multicultural environments, experience in contract management, experience in supporting the development of procurement strategies, knowledge of FIDIC contracts.
