Product manager for digital public services

• Managing the full product life cycle, from conception through development and maintenance to retirement, in consultation with a supervisor.
• Developing long- and short-term product development strategies, as well as working with leaders of other teams and Product Owners on managing the product roadmap in the assigned area, in line with the adopted project methodology and in consultation with a supervisor.
• Defining business and product objectives and monitoring their achievement.
• Collecting and analyzing business needs, both your own and those of stakeholders, independently or in collaboration with Business Analysts.
• Taking part in tests at selected stages of product development.
• Working with the Product Owner on reported user problems and prioritizing them.
• Working together to recommend solutions to these problems and to provide information on project progress.
• Working closely with IT analysts, UX/UI Designers, researchers and business analysts, including ongoing monitoring of product metrics.
• Ensuring a good flow of information and good relationships between product stakeholders.
• Communicating product development plans and progress to stakeholders and others involved in product development and maintenance, as well as presenting products to stakeholders.
• Ensuring the high quality of implemented solutions.
• Actively building a culture of the methodologies used in the organization. Communicating their good practices and patterns.
• Taking part in developing functional product concepts and setting the direction (MVP).
• Analyzing the benefits of the implemented product strategy.
• Initiating user research (user research, interviews, surveys).
• Working with the UX team to improve the customer journey.
• Reporting progress, risks and results to product leadership.
• Taking part in developing legal foundations and/or analyzing regulations affecting the product.
• Working with other teams to monitor and prepare legal acts that allow COI products to be introduced and developed.
• Representing the Central Information Technology Centre in contacts with external stakeholders.
• Analyzing data to identify trends, patterns in user behavior and areas for improvement, including using data to make decisions about product development and communication strategy.
• Working with other teams on product accountability.
• Taking part in Parliamentary Committees, Steering Committees, Portfolio Boards and other bodies.
• Taking part in developing the activity plan for COI and the Minister.
• Working with the Project Manager on planning, using and controlling the budget.

• At least 3 years of experience as a Product Manager or in a similar position.
• Documented experience independently delivering one or more projects.
• Experience in developing and implementing product strategy, creating product roadmaps, resource planning and risk assessment.
• Experience and ability to define and redefine key performance indicators for a product.
• Excellent communication skills and experience working with teams within an organization, as well as with external stakeholders and business clients.
• Experience managing the full product life cycle.
• Good knowledge of agile methodologies and/or waterfall.
• Ability to analyze data and report on project delivery status.
• Ability to clearly formulate business requirements.
• Ability to review legal documents in cooperation with other teams, for example legal counsels.
• Independence, proactivity, good personal organization and the ability to make decisions based on available data or independently obtain the data needed.
• Resilience to stress and ability to work under time pressure in a dynamic environment.
• Будет плюсом: Knowledge of Enterprise Architect or a similar business process modeling program, MS Project, Jira and Confluence; Knowledge of English at a level that allows you to work freely with documentation and/or an international team; Experience speaking in public and confidence and ease when communicating with a larger audience; Experience working in public administration
