Business Analyst

The Information Commissioner’s Office is the independent regulator of information rights. It provides advice, guidance, and support to organisations to help them comply with their obligations while protecting individuals and their personal data.

• Apply systems thinking to understand how processes, systems, and behaviours interact across the organisation;
• Identify interdependencies, risks, and wider impacts of change initiatives;
• Shape transformation opportunities through insight and analysis;
• Lead current-state analysis, including process mapping, customer journeys, and ways of working;
• Gather and document business, operational, technical, and user requirements;
• Conduct root cause analysis to identify underlying issues;
• Analyse data to identify trends, risks, and opportunities for decision-making;
• Undertake operational, technical, people, and regulatory impact assessments;
• Support benefits modelling, baseline measurement, and KPI definition;
• Identify pain points, inefficiencies, and improvement opportunities;
• Support the design of future-state processes, operating models, and solutions;
• Collaborate with Delivery and Change teams to ensure solutions are practical, adoptable, and aligned with business needs;
• Ensure stakeholder needs are reflected in “as is” and “to be” process designs;
• Refine and clarify requirements throughout business case and process development;
• Contribute to prioritisation decisions based on value, impact, and capacity;
• Track and support benefits realisation during delivery;
• Analyse lessons learned and identify opportunities for standardisation;
• Monitor performance trends and conduct root-cause trend analysis;
• Support process optimisation and continuous improvement initiatives;
• Review benefit realisation and contribute to ongoing enhancements;
• Identify opportunities to improve consistency, efficiency, and customer outcomes;
• Contribute to reporting, assurance, and decision-making processes through high-quality analysis;
• Provide evidence-based insights for governance forums;
• Support tracking of performance, risks, and benefits across initiatives;
• Work collaboratively with Transformation Leads, Change, Delivery, and PMO teams;
• Connect business needs and delivery teams to ensure alignment and shared understanding;
• Champion cross-functional working, knowledge sharing, and consistency of approach;
• Represent business areas or strategic domains as required and share insights with the T&D function.

• Professional accreditation in business analysis or change, such as BCS, IIBA, or PMI-PBA, and/or Lean/Six Sigma practitioner qualification or equivalent demonstrable experience;
• Significant experience leading business analysis on complex programmes spanning multiple functions or teams, including discovery, requirements, process or service design, and benefits realisation;
• Demonstrable practice leadership through setting standards, quality assurance, peer review, mentoring, coaching, communities of practice, or capability development;
• Exceptional senior-level stakeholder engagement and influencing skills, including shaping decisions, constructive challenge, and translating complexity into clear options and recommendations;
• Evidence of delivering measurable outcomes such as efficiencies, risk reduction, service performance improvements, or customer experience uplift;
• Experience improving analysis through coaching, standards, or governance;
• Advanced analytical skills, including identifying root causes, gaps, duplication, and control weaknesses;
• Ability to work with subject matter experts to develop options, assess impacts, and recommend implementable solutions;
• Experience supporting prioritisation, planning, and dependency management, including demand shaping, roadmap planning, and benefits tracking;
• Strong working knowledge of Microsoft 365 and analysis tooling;
• Strong analytical and critical-thinking capability covering service or process redesign, customer journeys, target operating models, information or data flows, and benefits or OKR definition;
• Proven expertise in shaping and communicating target states, including blueprints and roadmaps;
• Ability to tailor analysis approaches to project, product, Agile, and hybrid delivery contexts;
• Experience communicating, negotiating, and influencing strategic change;

• The ICO contributes £12,832 towards membership of the Civil Service Defined Benefit Pension scheme;
• The contracted office will move to Circle Square, Manchester from 28 September 2026;
• Successful candidates must undergo a criminal record check;
• Successful candidates working with government assets must complete baseline personnel security standard checks;
• Successful candidates will be expected to have a medical;
