• Lead tenders and proposals within Rail, Roads & Streets using a strong commercial approach and contribute to winning strategies;
• Support business development by identifying opportunities, contributing to client strategies, and growing the Rail, Roads & Streets pipeline;
• Build, maintain, and strengthen relationships with clients, partners, and key stakeholders in the Dutch infrastructure market;
• Lead successful project delivery while effectively managing scope, quality, budget, schedule, and risks;
• Represent the organization externally as a credible project manager with strong knowledge of infrastructure delivery and client expectations;
• Train, coach, and develop junior and mid-level project managers in project management, stakeholder management, and tender leadership;
• Promote effective collaboration within multidisciplinary teams and contribute to a positive, inclusive, and high-performing project environment;
• Share lessons learned from tenders and projects to improve delivery quality, commercial performance, and future winning opportunities.

• Dutch language proficiency at B2/C1 level with the ability to communicate confidently with clients and stakeholders;
• Knowledge of the Dutch infrastructure market, preferably with experience in rail, roads, streets, or related transport infrastructure projects;
• Proven project management skills, including planning, stakeholder management, risk management, budget control, and quality assurance;
• At least 5 years of experience leading or contributing to successful tenders, including developing tender strategies, shaping proposals, and supporting client presentations;
• Strong team player who can work effectively in multidisciplinary teams and build trusted relationships internally and externally;
• Ability to coach, guide, and develop junior and mid-level project managers;
• Commercially aware, client-focused, and confident in a dynamic project and business development environment;
• Relevant bachelor's or master's degree, such as Civil Engineering or Construction Management & Engineering, and experience leading infrastructure projects.
