project manager digital transformation

The EIB is the European Union's bank. Its Group Information Systems Directorate develops and deploys applications and solutions supporting digital transformation across the EIB Group.

• Coordinate change management for assigned digital transformation initiatives in line with the EIB Group Change Management Framework and agreed project governance;
• Contribute to the implementation and continuous improvement of the EIB Group Change Management Framework;
• Support deployment of the federated Change Management operating model across Directorates and programmes;
• Enable and coach local change agents and build feedback loops from business directorates;
• Conduct stakeholder analysis, change impact assessments and organisational readiness assessments;
• Consolidate findings into practical recommendations and action plans;
• Facilitate workshops and stakeholder engagement sessions;
• Identify change-related risks and propose mitigation actions, escalating issues where appropriate;
• Collaborate with business stakeholders, GIS delivery teams and communication experts to maximise transformation outcomes;
• Support benefits realisation by tracking adoption, user readiness and behavioural indicators.

• University degree equivalent to at least a Bachelor’s degree, preferably in Organisational Change, Business Administration, Communications, Psychology, Information Systems or a related field;
• At least 5 years of experience in Change Management, Project Management, Organisational Transformation or Digital Transformation roles;
• Proven experience managing complex initiatives involving multiple stakeholders;
• Experience with change management methodologies, stakeholder engagement and adoption activities;
• Excellent knowledge of English and/or French, with a good command of the other;
• Nice to have: Experience supporting large-scale digital transformation programmes, knowledge of other EU languages.

• Permanent contract;
• Relocation support is available;
• The position is based at the Luxembourg headquarters and requires regular office presence;
• Panel interviews are foreseen as from October 2026;
