The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time. • If successful at application stage, you will be invited to interview where you will be assessed on Behaviours, Technical Skill and Experience. If selected to attend an interview you will be required to make a short, informal presentation to the panel. • Defra does not hold a UK Visa & Immigration (UKVI) Skilled Worker License sponsor and are unable to sponsor any individuals for Skilled Worker Sponsorship. • All of these posts require the successful candidate to hold basic security clearance. Candidates posted to London may be subject to a higher level of clearance because of the security requirements for that location. • Applicants who are successful at interview will be, as part of pre-employment screening, subject to a check on the Internal Fraud Database (IFD). Any applicant’s details held on the IFD will be refused employment. A candidate is not eligible to apply for a role within the Civil Service if the application is made within a 5 year period following a dismissal for carrying out internal fraud against government.
The Synergy programme will implement a new technology platform for HR, Finance and Commercial functions, a new Business Process Service contract, and an inter-departmental Shared Service Organisation. It covers Defra, the Ministry of Justice, the Department for Work and Pensions, and the Home Office, providing business-critical tools to over 250,000 civil servants.

Create, lead, and manage projects and project teams to deliver outputs on time, within cost, and to quality measures
Cascade the vision into delivery objectives, design project structures, and use appropriate methodologies and controls to manage transitions between phases
Develop, maintain, and track project plans; set stage checks and report progress
Develop, manage, and control project budgets; identify skill requirements, deploy resources, and track performance against forecasts
Ensure benefits are identified, measured, tracked, and owned, with an appropriate Benefits Realisation Strategy
Manage stakeholder relationships, capture feedback, challenge the project, amend plans, and focus on critical delivery points
Identify, monitor, and track risks; develop mitigating actions, escalate as appropriate, and manage interdependencies with related projects
Provide reports and support effective governance and decision-making
Engage with assurance reviews and support actions on recommendations
Ensure change management processes are in place to agree and document changes to deliverables with stakeholders
Develop, draft, and manage project-level business cases for investment when needed, working with colleagues across the organisation
Implement and monitor continuous improvement by sharing and embedding lessons learned; report and communicate activities and key messages
Coordinate, direct, and guide a virtual team, and use learning opportunities to enhance organisational capability

Experience working in a complex project team and working knowledge of project delivery methodologies and frameworks
Knowledge and application of planning, scheduling, budget management, resource management, risk and issue management, and quality management in a project or programme environment
Knowledge and application of governance, assurance, requirements management, and change control in a project or programme environment
Ability to work independently in a fast-paced environment with multiple tasks
Strong interpersonal skills and ability to build stakeholder relationships, collaborate across boundaries, influence, and challenge effectively
Ability to research and apply new ideas and approaches to enable innovative solutions
Ability to work with ambiguity and continual change, make decisions and set direction without the full picture, and refocus as details emerge
One or more of the following qualifications: APM Project Management Qualification, PRINCE 2 Practitioner, Agile Project Management Practitioner, PMI Project Management Professional, or Leading and Managing Project Workstreams
