Program manager in business transformation

We are looking for a strong, hands-on Senior Program Manager to lead the execution of complex business expansion and transformation initiatives across Central Asia and CIS markets. The role combines regional programme management with the development of project management capabilities within the PMO. The successful candidate will ensure that multiple market-entry, business setup and operational initiatives are managed as an integrated programme rather than a collection of independent projects, while helping build a mature, outcome-driven project management function.

• Own integrated planning and execution across multiple country initiatives, including market entry, legal entity setup, licensing, infrastructure, operational readiness and business launch.
• Maintain an end-to-end view of regional priorities, dependencies, resources, timelines and critical paths.
• Translate business objectives into realistic execution plans with clear milestones, deliverables and accountability.
• Identify and manage cross-project dependencies, risks, constraints and competing resource requirements.
• Coordinate execution across Business, Legal, Finance, Technology, Operations, HR and external partners.
• Provide transparent programme reporting, forecasts and decision-ready escalations to senior management.
• Ensure projects deliver expected business outcomes, not merely completed activities.
• Provide hands-on mentoring and coaching to Project Managers working across different regions and business domains.
• Establish and reinforce strong project management practices, including integrated planning, scheduling, critical path analysis, risk and dependency management, change control and stakeholder management.
• Review project plans, challenge assumptions, identify gaps and help PMs develop realistic execution approaches.
• Develop Project Managers' ability to proactively drive delivery, resolve problems and take ownership of results rather than focus primarily on coordination and follow-ups.
• Contribute to the continuous improvement of PMO methodologies, tools and governance practices.
• Build project management capabilities through practical work on real initiatives rather than theoretical training.

• 8+ years of experience in project and programme management, including substantial experience leading complex, cross-functional programmes.
• Proven track record of managing multiple interdependent projects within a single programme.
• Strong understanding of programme governance, integrated planning, critical path management, risk management and resource allocation.
• Demonstrated experience in business expansion, market entry, operational setup or large-scale business transformation.
• Experience working with senior executives and coordinating delivery across multiple business functions.
• Proven ability to coach and develop Project Managers and improve delivery maturity.
• Strong analytical thinking and ability to challenge unrealistic plans, assumptions and commitments.
• Ability to work independently, make decisions within delegated authority and escalate effectively when necessary.
• Excellent English communication skills.
