1. INTRODUCTION
The NATO Cyber and Digital Transformation (CDT) Division, led by the Assistant Secretary General (ASG), ensures ICT coherence across NATO’s 50+ civil and military bodies, serving over 25,000 users. Reporting to the Secretary General, the Assistant Secretary General provides strategic direction on enterprise ICT, digital transformation, IT acquisition and services.
In 2026, NATO is prioritising digital transformation, cloud migration and the transition towards becoming a more data-centric organisation. This strategic effort focuses on modernising business processes, enabling more effective use of digital technologies and artificial intelligence, and improving the integration of enterprise business services. By harmonising and optimising business workflows, NATO aims to increase operational efficiency, strengthen security, improve data quality and support coherent cloud adoption across the Enterprise.
As part of this effort, CDT is coordinating a Business Services Transformation programme to bring greater coherence, standardisation and modernisation to the NATO Enterprise Business Services landscape. This initiative supports the NATO Digital Transformation Implementation Strategy by addressing the need for improved alignment of processes, systems, data and service delivery models across NATO entities.
Within this broader programme, Procurement has been identified as a key transformation stream. CDT is therefore seeking contractor support to lead and coordinate the Procurement stream of the Business Services Transformation effort. This includes leading an Enterprise Procurement Process Harmonisation exercise, coordinating Procurement-related business transformation activities, and providing oversight and coherence across ongoing enterprise-wide Procurement cloud and ERP- related initiatives.
