finance specialist for IFI projects

The Finance Specialist will manage project financial administration, accounting, disbursement documentation, reconciliations, and financial reporting in accordance with applicable Uzbekistan requirements and international financing institution procedures.

• Maintain accurate project financial records, budgets, commitments, expenditures, and supporting documentation.
• Prepare and review withdrawal applications and supporting documents in accordance with applicable World Bank disbursement procedures.
• Maintain project accounting records using 1C and ensure appropriate treatment under NAS and/or IFRS requirements.
• Perform bank, ledger, contract, and payment reconciliations and support internal financial controls.
• Support correct application and documentation of relevant tax and VAT arrangements, including exemptions under PP-4803 where applicable.
• Prepare periodic financial reports, payment status updates, forecasts, and information requested by project management or the Client.
• Maintain complete supporting files and provide documentation required for audits, reviews, and financial verification.

• University degree in Finance, Accounting, Economics, or a related field.
• At least 8 years of experience in financial management and/or accounting under projects financed by international financing institutions such as the World Bank, ADB, or EBRD.
• Practical knowledge of World Bank Disbursement Guidelines and preparation of Withdrawal Applications.
• Proficiency in 1C, knowledge of NAS/IFRS, and practical understanding of applicable VAT arrangements, including PP-4803 exemptions.
• Fluency in Uzbek and Russian is mandatory, together with a strong working command of English.
• High accuracy, strong financial control, analytical ability, confidentiality, and disciplined document management.

• Assignment duration: 12 months. Expected mobilization: January 2027.
