The Norwegian Refugee Council is an independent humanitarian organisation that assists people forced to flee, providing life-saving and long-term support across 40 countries and defending the rights of refugees and internally displaced people.

• Ensure NRC’s data is accessible and optimised for use across the organisation;
• Collaborate with program managers and field staff to understand data needs and align data systems with operational goals;
• Provide technical leadership, support and guidance to non-technical teams on data processing methods and infrastructure setup;
• Implement data governance best practices and ensure compliance with relevant regulations and ethical standards;
• Comply with NRC policies, guidance and procedures, and take responsibility for the function’s policies and procedures;
• Build Fabric data pipelines to integrate internal and external data in line with established practices and current needs across SPK, operational departments and field operations;
• Contribute to the design and continuous improvement of the Fabric environment, supporting secure data sharing across NRC;
• Develop the infrastructure, governance and standards needed to make data more discoverable and accessible;
• Build and evaluate systems and data pipelines on Microsoft infrastructure, including Azure and Power Apps, for use cases outside Fabric’s scope, such as archiving and integrations with other NRC systems;
• Architect data infrastructure inside and outside Fabric for performance and large-scale organisational data requirements;
• Implement data validation checks, monitoring and error-handling processes to ensure data accuracy, consistency and integrity.

• Proven experience with IT projects;
• A bachelor’s degree in computer science, software engineering or a related subject, or demonstrable expertise in the field;
• Advanced analytical skills and a problem-solving mindset;
• Excellent interpersonal and communication skills; able to work with geographically distributed teams and non-technical colleagues;
• Ability to work in an Agile environment;
• Fluent written and spoken English;
• Proactive in keeping up to date with industry trends and innovation;
• 5+ Years of experience shipping and maintaining code in production;
• Experience with Microsoft Fabric or other Microsoft reporting tools;
• Experience or deep understanding of data architecture and data modelling;
• In-depth knowledge of relational databases (MySQL, PostgreSQL) and non-relational data (JSON), including building, optimising and debugging queries and creating safe migration scripts;
• Nice to have: other languages, Python, API design and security fundamentals, basic DevOps, enterprise information systems, especially ERP and CRM.

• Maternity cover contract for 12 months;
• Travel up to 5%;
• Grade 9 on NRC’s Resident salary scale, with accompanying terms and conditions;
• Duty stations include NRC Head Office in Oslo, NRC Representation Offices (excluding Geneva and Washington, DC), approved Employer of Record (EoR) countries and other countries where NRC operates, provided they are within ±2 hours of Oslo time;
