описание

BCB Group provides regulated payment and trading services in crypto and fiat for the digital asset economy. It offers fiat and cryptocurrency trading liquidity, instant payments, and crypto services through its Client Console and API.

задачи

  • Own the Group’s transaction monitoring framework for fiat and crypto, including rules, scenarios, thresholds, typologies, and documented rationale
  • Ensure every product, entity, and payment flow feeds the monitoring system completely and accurately, including new products before launch
  • Manage alert handling end to end, including triage, investigation, escalation, case management, and closure, with clear SLAs and quality standards; cover transaction monitoring alerts and sanctions and PEP screening hits on customers and counterparties
  • Keep alert and case queues within tolerance, plan rotas and capacity against volume growth, and address backlogs quickly
  • Oversee outsourced or third-party review capacity, including SLA performance, quality, and escalation standards
  • Decide whether to escalate internal suspicious activity reports (ISARs) to the MLRO and ensure reports are well reasoned, evidenced, and timely; support the MLRO in preparing external SARs/STRs, including submissions to the NCA, TRACFIN, and FINTRAC
  • Tune and test rule effectiveness, using data to reduce false positives and identify activity missed by current rules; document the rationale for changes and obtain governance approval in partnership with Compliance (2LOD) and the MLRO
  • Automate manual, low-judgement work using vendor tooling, workflow automation, scripting, or AI-assisted review
  • Integrate blockchain analytics into monitoring
  • Establish a team quality assurance and quality control framework with sampling, feedback loops, and results reported to governance
  • Provide management information for senior leadership and governance forums on volumes, backlog, ageing, conversion rates, quality results, and emerging risks
  • Maintain current, usable standard operating procedures for the function
  • Lead the transaction monitoring team of over 10 people through senior analysts; manage team structure, hiring, coaching, and performance, and develop senior analysts to make day-to-day decisions independently
  • Build an operating model that increasingly relies on efficiency, automated workflows, and AI rather than increased headcount
  • Build working relationships with Compliance, Onboarding, Fraud, Product, Engineering, and Data, as well as regulators and auditors reviewing the function
  • Represent transaction monitoring at governance forums and deputise for the Head of Financial Crime Operations on monitoring matters
  • Review current rules, alert volumes, backlog, team structure, and procedures during the first 30 days; meet the team and key stakeholders; present a written assessment and sequenced plan covering initial changes, capacity, and resourcing
  • Clear any backlog or establish a committed recovery plan within the first 90 days; ensure alerts are consistently handled within SLA, rules are reviewed and tuned with documented rationale and governance approval, at least two manual processes are automated, management information is produced regularly, and every team member has clear objectives and a development plan
  • Within the first 3–6 months, align monitoring coverage with BCB’s risk assessment and product set, including new products before launch; measurably reduce false positives without loss of detection, speed up investigations, meet QC and QA targets, and ensure the function can pass internal audit or regulatory review without material findings
  • Build a team that operates effectively without requiring involvement in every decision, with senior analysts owning day-to-day case decisions and a credible deputy in place
  • Produce management information such as cost per alert and capacity forecasts against volume growth

требования

  • Five or more years of experience in transaction monitoring or financial crime investigations, including at least two years in a lead or management role
  • Experience in payments, e-money, banking, or crypto; experience across both fiat and crypto is a strong advantage
  • A track record of improving a monitoring function, with measurable examples such as rebuilding a rule set, clearing a backlog, or automating a process
  • Experience in workforce and capacity planning, QA/QC frameworks, operational SLAs, and oversight of outsourced review capacity
  • Hands-on knowledge of rule design, threshold calibration, and effectiveness testing
  • Sound judgement on suspicion and SAR decisions, and the ability to teach that judgement to others
  • Working knowledge of UK AML requirements, including the MLRs and JMLSG guidance, sanctions regimes (UK, EU, OFAC, UN), and PEP screening
  • Comfort querying and interpreting data and making decisions from it
  • Experience with blockchain analytics tools such as Chainalysis, Elliptic, or TRM
  • A clear understanding of where automation and AI can help in monitoring and where human oversight is needed
  • Clear, precise written English; case notes, SOPs, and management information must be easy to follow and hard to misread
  • Be direct and decisive, explain decisions, and take ownership of outcomes
  • Challenge rules and processes that exist only because they always have, and focus on fixing root causes rather than adding headcount
  • Build trust with the team by engaging with operational detail and with senior stakeholders by communicating risks plainly
  • Будет плюсом: experience across both fiat and crypto, exposure to EU requirements, experience with France’s ACPR or AMF, reporting to TRACFIN, reporting to FINTRAC in Canada, understanding of FIU reporting regimes in UAE and Switzerland, SQL, Python
