Commercial finance manager

To provide Commercial/Financial management and advice to the MITIE project team both on island and in the UK along with regards to the OPC Core fee element of works and to complete all cost reporting to the UK

• Lead and oversee operations of the Commercial/finance department, set goals and objectives, and design a framework for these to be met.
• Manage and oversee contractual requirements are met including supporting the CIDP delivery and the progression of commercial matters, Tender evaluations to ensure all approvals are being met.
• Manage on behalf of Account Director the preparation of the account's budget to align with MITIE UK's expectations.
• Take ownership of and prepare (with assistance from the commercial and finance team in the UK) the annual budget, quarterly forecasts and annual year plan.
• Review Management team on analysis of monthly cost reports and financial controls to monitor labour, plant, materials for all head office departments and suppliers and subcontractors' resources.
• Prepare and deliver regular reports to MITIE UK with accurate local financial information and alignment between ROC operations and MITIE corporate standards
• Manage and oversee MITIE's local bank accounts in Cyprus including the execution of banking activities in support to operational and contractual requirements including payment processing and account servicing.
• Liaise with auditors when required to ensure that appropriate monitoring of company finances is maintained
• Commercial/Financial support to the MITIE Accounts Director and the OPC Team in general.
• Financial Reporting to Senior Management and MITIE UK in accordance with company policies and procedures.
• Provide financial reports and interpret financial information to managerial staff while recommending further courses of action.
• Develop and line manage a commercial/financial support team and oversee training, personnel development and career progression of team members.
• Member of the Fraud Prevention committee (FPC).
• Become the account expert for Mitie's recently rolled-out Coupa CAFM solution to the CYPRUS contract.
• Carry out Value for Money Audits and any other audits as dictated by the contract and provide reports
• Support the Operations Team develop monthly KPI's for the ( PMR) and Monthly Reports to the client.
• Develop and maintain a collaborative working relationship with the MoD and Defence Infrastructure Organisation (DIO) and their respective stakeholders and influence strategy, resolution of commercial issues and ensure the Client complies with its obligations under the contract.
• To foresee potential commercial issues and own manage and resolve key issues which arise with our client or suppliers proactively and positively.
• Understand complex commercial issues and with assistance from the UK and satisfactorily resolve with all stakeholders appropriately.
• Ensure accurate preparation and reduction of WIP and Income recovery
• VAT and Statutory Compliance – Preparation and submission of VAT return in line with ROC legislation and engaging with Cyprus TAX department to ensure compliance with statutory obligations.
• Audits and financial Governance (Internal and External) including maintaining financial controls to reduce risk and compliance to MITIE governance requirements
• Financial reporting to Mitie UK and CVR input
• Financial reporting to the Commercial Manager, Account Director and SLT.
• Production of frequent Reports – CIDP, Annual Procurement Strategy, Income and Cost Accruals, WIP Action Plan, Internal FP Production Reporting supporting the AWS Manager

• BSc or equivalent on a relevant subject and 6 years relevant experience
• Chartered Quantity Surveyor/Commercial Manager with Financial background
• Experience of estimating and tender documentation
• Experience of completing budgets / forecast and monthly cost value reconciliations
• Ability to communicate effectively within a different cultural and business environment and to communicate at senior management level.
